On the 17^th November 1999 disgraced corrupt former EU Commissioner John Dalli and the police brought criminal charges against me. On the 27^th October 2003 I was acquitted of all charges John Dalli brought against me. Since then I have written several times to the Malta Police Commissioners asking for an impartial investigation into these false accusations.

My requests to three consecutive police commissioners have been ignored. These were George Grech, John Rizzo and Peter Paul Zammit. This confirms to me that the authorities continue to cover up this very serious crime.

Five months after I was charged and arraigned in court, between the 14^th and 17^th March 2000, the police had confirmed that the stationery used came from parliament.

I did not have any connection to parliament. Neither did I have access or authority to order stationery from there. However, John Dalli did.

John Dalli had the motive, human and financial resources to organise sending the

20, 000 anonymous letters he claimed had defamed him.

The letters had three sheets of A4 photostats in them confirming that 60, 000 sheets of paper were used together with 20, 000 envelopes and stamps. These must have been manually folded and placed in the envelopes. The stamps were manually applied to the envelopes.

The addresses on the envelopes were handwritten. There were several handwritings on them but I was the only person investigated and charged with this crime.

 The investigating officers, former Assistant      Police Commissioner Michael Cassar and Inspector Raymond Cremona must have realised from the moment they searched my home that I did not have the equipment to print such a large volume of photostats (60,000). 

 During the criminal proceedings brought against me, the only evidence the police produced was a piece of paper. John Dalli confirmed in his witness that he had
given this to me a few weeks before. It was found on my desk when the police searched my home without a search warrant.

The most irregular and unacceptable procedure during the criminal proceedings, excluding the perjury committed by the main prosecution witnesses, was the prosecution. Assistant Police Commissioner Michael Cassar and Inspector Raymond Cremona performed this. They cross-examined each other. This is highly irregular and unacceptable in a democratic country, but not in Malta.

Former police commissioner Michael Cassar had also known that while I was being held in custody Mario Galea MP was involved in a car accident at 2.00am on St Ann's Street, Floriana about five minutes walk from the police headquarters where Cassar's office was.

A large number of anonymous letters were found in Mario Galea's car boot. Allegedly these were included with other anonymous letters found elsewhere.

Approximately 16 weeks after my arrest Michael Cassar and his investigating officers had discovered that the stationery used came from parliament. Unlike John Dalli, I never had any access whatsoever to parliament stationery. Despite this and the lack of evidence to connect me to this crime, the police continued with the criminal proceedings against me. 

The big question is WHY? Was Michael Cassar being just plain nasty? or was he promised a promotion to police commissioner if he kept the case going? Or was he simply being a SOAB.

During the four years of criminal court proceedings police officer PC 956 Andrew Caruana was responsible for the fingerprint investigation. He had his report ready by the 31^st October 2001 but did not submit it to the court until 5^th September 2003. He purposely delayed the proceedings by 21 months.

John Dalli colluded with the police and others to frame me in revenge because I reported his involvement in the Daewoo scandal to the authorities.

Between 1996 and 1998 John Dalli was a consultant for Daewoo Malta Ltd/Universal Commerce Agency Ltd. During that period John Dalli was also shadow finance minister. It was during this period that the Bank of Valletta sanctioned millions of euros in loans and overdraft facilities to the company.

The collateral used to secure these loans and overdraft facilities was insufficient. These banking facilities were sanctioned against bank regulations and in breach of banking laws.

Allegedly John Dalli received a backhander of €1.3 million and a Daewoo vehicle Espero Chasis No: KLATF19V1SB739096 to arrange the millions of euros in loans and overdraft facilities through the Bank of Valletta. 

Common sense confirms that it was impossible for one person to commit such a crime. There is no doubt that I was victimized and discriminated against by the investigating police officers responsible when I was falsely accused.

Successive police commissioners have also discriminated against me because they have ignored my requests to investigate John Dalli’s false accusations against me. This confirms that the Malta police force is corrupt. We are not all equal in the eyes of the law in Malta.
